MAJOR FUNCTION: This is a highly skilled position, responsible for assisting with supervising the day-to-day operation of the Columbia County Traffic Operations Signal/Sign Shop. Applicant will share the responsibility for ensuring that all traffic signals, warning lighting, street lighting, and signs are fully maintained and operational at all times. This position works closely with the Traffic Operations Supervisor and can work independently while conferring with the Traffic Operations Supervisor on new assignments or difficult problems.

TRAINING AND EXPERIENCE: Minimum Experience: High School graduate or G.E.D. and two (2) years’ experience in sign manufacturing or an equivalent combination of training and experience. IMSA Traffic Signal Senior Field Tech Level III and IMSA Traffic Signal Inspector certifications are required at the time of the interview. A signal technician with six (6) or more years of experience in maintaining and repairing traffic signal equipment, including signalized intersections, school flashers, and street lights. This could include video detection, radar detection, preemption systems, network communications, school clocks, and connected car equipment.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the tools and types of equipment needed for the placement of traffic signals and signs, as well as understanding oral and written instructions. Knowledge and understanding of State of Florida Standards for signs and signals. Knowledge of the geography of Columbia County. Working knowledge of the operational requirements of the Manual on Uniform Traffic Control Devices (MUTCD). Knowledge of FDOT maintenance and outage reporting requirements. Ability to read, comprehend, speak, and hear clearly in the English language in order to provide information to the public. Ability to establish effective working relationships with other employees, departments, and the general public. .Ability to direct other employees on the placement of signs and repair of signals when necessary. Skill in the care and use of tools, equipment, and materials of the Sign Shop and Traffic Signal maintenance and repair. A good working knowledge of computers, with the ability to set up and deploy many different network devices.PROFESSIONAL LICENSES: International Municipal Signal Association Traffic Signal Senior Field Technician Level III. International Municipal Signal Association Traffic Signal Inspector. .Valid Florida CDL, Class B driver’s license.

Columbia County residency required within six months of the date of employment.

WORK ENVIRONMENT: Works inside and outside in various types of weather. Darkness, noise, electricity. Hazardous surfaces, slippery and uneven surfaces. Height up to fifty (50) feet. Below ground level. Ability to perform physical work related to the position. Work may be performed without direct supervision. Responds to scenes after normal working hours, i.e.; chemical and fuel spills, aircraft accidents, weather emergencies, traffic accidents involving traffic equipment or lighting, etc., which may include lengthy hours of standing as well as exposure to weather conditions.

SALARY: $27.48 per hour plus benefits

ESSENTIAL FUNCTIONS: Assist with planning, organizing, and controlling the work program of the Public Works Traffic Operations Shop. Determines replacement or repair to signage throughout the County. Responds to work orders regarding special signage, traffic signals, and other lighting. Responds to citizen complaints and recommendations. When the Traffic Operations Supervisor is unavailable, the Traffic Signal Lead Tech will supervise the Traffic Operations Shop, ensuring compliance with all procedures. Can be available to assist Traffic Signal Technicians with trouble calls after hours. Test traffic signal equipment and send it out to be repaired when needed. Required to perform Traffic Signal Standby duties when scheduled. Program and deploy various types of traffic signal-related computer equipment. Maintain inventory levels necessary to ensure materials will be in stock, supporting the manufacturing and maintenance operations. Assist in the budgetary process relating to the Traffic Signal/Sign Shop, including the necessary preventative maintenance and replacement of signs and signals. Support Management’s Collective Bargaining Team, including confidential preparations. Assists with the design, layout, and/or review of all traffic signals or signs for compliance with the Manual of Uniform Traffic Control Devices. Assists the Traffic Operations Supervisor with detailed recording of preventative maintenance and emergency repairs to traffic signals, overhead flashers, stop sign flashers, and school flashers. Checks equipment set up and complete products to ensure compliance with established criteria. Participate in the manufacturing of both large and small signs by hand applying messages to prepared sign blanks. Direct and perform the installation and maintenance of signs throughout the County using various types of post-hole diggers, augers, and drivers. Must be able to place barricades and other types of safety equipment. Direct and perform the maintenance and repair of shop equipment. Direct and perform the maintenance and repair of all traffic signal and lighting equipment. Assist the Traffic Operations Supervisor with a preventative maintenance plan for traffic signal and lighting operations. The procurement of necessary parts for traffic signal and lighting maintenance and repair. Preparation of required reporting for requesting agencies. Operation of the bucket or boom truck equipment. Establish and maintain a good working relationship with the Florida Department of Transportation Traffic Operations. Will use both hands simultaneously while standing or sitting requires constant pushing, twisting, bending, and climbing; frequent lifting of ten (10) to fifty (50) pounds. The position requires oral and written communication and also involves adequate eyesight and hearing to perform these activities safely.
