JOB DESCRIPTION

This is a highly responsible secretarial, clerical and support position. An employee in this class performs a variety of office support functions and computer functions for the Human Resources Department. Functions are generally diversified and require judgments to apply broader aspects of established practices and procedures. Functions may include assisting in the administration of various components of the County personnel system including job analysis, compensation analysis, applicant screening, examinations, orientations, surveys and training.

Training and Experience

Minimum experience: High School diploma or equivalent, three (3) years Human Resources experience, and three (3) years clerical/office work and customer service experience required; or any equivalent combination of related training, education or experience.  Prefer Associate in Science (A.S.) degree with emphasis on human resources, secretarial, business, or computer courses. Strong computer skills required with emphasis on database management, and document management capabilities, specifically spreadsheet, power point, internet web based programs, word processing and excel programs.

Professional Licenses/mandatory requirements

Possession of a valid Florida driver’s license required. Must become a Notary Public within the first three months of employment.

SALARY: $ 22.88 per hour plus benefits

Knowledge, Skills and Abilities

  • Ability to establish and maintain effective working relationships with applicants, employees and the general public

Essential Functions

  • Performs office support functions such as answering telephones and taking messages
  • Records employee information such as personal data, compensation, benefits, tax data and terminations
  • Prepares reports and statistics as required by the Human Resources Director
  • Word-processes daily letters and correspondence
  • Processes vacancies of county positions, reviewing credentials, reference, and education checks, determines minimum qualifications, and ensures compliance with established state and federal laws and regulations
  • Develops job and meeting advertisements and ensures publication in local newspapers and other media as directed
  • Processes office mail, supply requisitions, and files correspondence
  • Processes employment applications and assists in other employment activities
  • Prepares applicant status letters for review and signature; mails out applicant correspondence
  • Maintains records of applicants not selected for employment
  • Reviews employee files to answer inquiries and provides information to authorized persons
  • Assists in background checks, processes employee information prior to and conducts orientation of new employees
  • Compiles and provides interview packets to Departments prior to interviews for employment candidates
  • Provides information about County facilities and job opportunities to potential applicants both in person and over the phone


  • Assists in maintaining confidential employee records and employee transactions such as hires, promotions, transfers, performance reviews, terminations, budget and correspondence for Human Resources Department
  • Assists Department Head in maintaining calendar and scheduled appointments
  • Provides limited interpretations of County personnel policies and regulations to applicants and employees
  • Assists in the coordination of employment recruitment, interviews and skills testing of applicants
  • Performs Human Resource software transactions to include computer input of new employee hires, promotions, transfers, evaluations, and terminations
  • Required to work during a local declared state of emergency

Work Environment

Majority of work is performed indoors at a centrally located desk. The noise level in the work environment is usually moderately quiet.

Essential Physical Skills/Demands

Will use both hands simultaneously while standing or sitting. Requires pushing, pulling, twisting, bending and lifting of ten (10) to fifty (50) pounds. Position requires oral communications. Frequently requires sitting at a computer keyboard for long periods of time. Acceptable eyesight and hearing (with or without correction).
