ENGINEER Specialist, Engineer I, Engineer II, Engineer III
This position would perform entry level to advanced, independent engineering work based on qualifying skill set.
This position would perform entry level to advanced, independent engineering work based on qualifying skill set. Duties include reviewing permit applications, preparing technical reports of findings, assisting in permit compliance and/or assisting in engineering analysis, planning, design, and/or management of engineering construction; maintenance and/or operations projects; and/or serving as a project manager.
Job Duties May Include:
- Coordinate with District staff, cooperating agencies, stakeholder groups, consultants, and the public to complete projects within statutory and District timeframes.
- Prepare Board materials, staff reports, including technical staff reports, memos, Final Orders, exhibits, and location maps, as needed.
- Document permitting interactions, interactions with the public, and other application and/or permit interactions.
- Respond to public regarding permitting, permit compliance, public records requests, flood zones and mapping, website navigation, online permitting system, etc. Conduct pre-application meetings.
- Ensure that issued permits remain in compliance with permit conditions and applicable rules. Perform field inspections on all issued and expired permits for compliance and resolve any non-compliance issues.
- Develop, coordinate, and manage major water quality, water supply, flood improvement, and natural system projects to address related District goals.
- Perform modeling, data collection, and statistical analysis for District projects.
- Analyze hydrologic, hydraulic, and engineering data for water quality and supply projects.
- Use standard engineering methodology for calculating and modeling stormwater runoff, floodplain/floodway analysis, groundwater recharge, and surface water storage.
- Perform other duties as assigned.
Minimum Qualifications:
Engineering Specialist – PG 110:
- Bachelor’s Degree in a related engineering field, preferably in civil, environmental, hydraulic, agricultural or water resources.
- Minimum of two (2) years’ experience in customer service or public service preferred.
- Required experience multi-tasking and managing several projects simultaneously.
- Valid drivers’ license.
Engineer I – PG 112:
Requirements of Engineering Specialist PLUS:
- Engineering Intern (E.I.) certification required.
- Preferred certifications and licenses include:
- Certified Floodplain Manager (CFM),
- Professional Engineer (PE),
- Professional Geologist (PG),
- licensed water well contractor,
- Stormwater Erosion and Sedimentation Control Inspector,
- Florida Certified Contract Manager (FCCM)
Engineer II – PG 113:
Requirements of Engineer I PLUS:
- Minimum of two (2) years’ experience in customer service or public service, official record research, property legal descriptions (metes and bounds), floodplain management, and boat handling preferred.
Engineer III – PG 115:
Requirements of Engineer II PLUS:
- Depending on the assigned Office, may require minimum of three (3) years’ experience in stormwater permitting, stormwater runoff, floodplain/floodway, retention/detention system design, hydrologic, hydraulic, or other experience directly related to the Office in which the position is assigned.
- Preferred experience includes customer service or other public service; experience in floodplain management, project management, and/or boating.
Salary/Pay Grades:
Engineering Specialist - PG 110 ($42,494.40 - $63,689.60);
Engineer I – PG 112 ($45,801.60 - $76,336.00);
Engineer II – PG 113 ($49,462.40 - $82,451.20);
Engineer III – PG 115 ($57,678.40 - $96,137.60);
Salary is based on selected candidate's competencies and qualifications.
