JOB DESCRIPTION

Code Compliance Officer’s will be assigned by the Building & Zoning Director under the administrative direction of the Building Division or the Zoning Division or in combination within the Building & Zoning Department. A highly responsible position to monitor and enforce all applicable ordinances, codes, and regulations related to zoning, land use, nuisance housing, health and safety, blight, and other matters of public concern. Serves as a Public Resource and provides information on County regulations to property owners, residents, businesses, the public, and other County departments.  Attends hearings and meetings as necessary. The code Compliance Officer is designated as the county code enforcement officer.

Training and Experience

Minimum Experience: A high school diploma or GED and two (2) years’ experience in code enforcement and/or land use regulations to include understanding, interpreting and explaining regulations to the public or two years of college coursework including appropriate courses in planning, architecture, drafting, engineering, public administration, or related field; including or any combination of training and experience which provides the required knowledge, skills, and abilities.  Certification preferred: Florida Association of Code Enforcement (FACE) I, II, III certifications.

Professional Licenses/mandatory requirements

Possession of a valid Florida Driver’s License required.

SALARY: $ 22.88 per hour plus benefits

  • Ability to maintain detailed files and records
  • Must have a broad knowledge of the various codes and inspection procedures, and exercise a significant degree of initiative and independent judgment
  • Must know how to effectively deal with emotional, angry citizens in a tactful manner
  • The employee must have a high level of attention to detail

Essential Functions

BUILDING DIVISION:

  • Compile land use data from existing property descriptions, maps, reports, and field surveys
  • Responds to complaints and works with violators to correct problem
  • Answers questions from the public concerning interpretation of codes and ordinances
  • Receives, investigates, and processes complaints
  • Coordinate and prepare cases for magistrate hearings
  • Organize, schedule and administer magistrate hearings
  • May assist in training assigned staff members

ZONING DIVISION:

  • Analyze applications and recommend revisions to land use, zoning, and other maps
  • Prepare well-written and well-organized reports, memorandums and correspondence
  • Investigate and follow up complaints of alleged violations of land use, zoning and building ordinances and regulations
  • Accumulate and analyze population statistics and other data for reports; plot subdivisions and re-zoned areas on land-use maps; prepare graphs, charts, exhibits, and illustrations for reports
  • Enter and use computer program data, conduct surveys and research
  • Assist with public meetings taking minutes and typing minutes and information preparation and distribution
  • Maintain records; review planning and building applications for completeness and accuracy
  • May assist in training assigned staff members

Required to work during a local declared state of emergency.

Work Environment

Majority of work performed outdoors in various weather conditions.

Essential Physical Skills/Demands

Ability to use both hands while in various positions of walking, standing and stooping. Acceptable eyesight and hearing (with or without correction) to safely perform essential functions.  Reaching, pulling and pushing, walking, standing, kneeling, bending and stooping.  Required to sit for extended periods while performing essential office duties and manual dexterity is required to operate office machines, maintain office files and records.
