COVID-19 Weekly Update: February 11, 2021 DAYS SINCE 1st CONFIRMED CASE OF COVID-19 IN FLORIDA: 346 DAYS SINCE 1st VACCINE IN FLORIDA: 60 This Week's Message from Chamber President & CEO Mark Wilson: Update on COVID-19: We are less than 3 weeks away from hitting a calendar year since the first confirmed case of COVID-19 in Florida. On Day 60 since the first dose of a vaccine was administered - of the more than 2 million Floridians who have been vaccinated - more than 73% are age 65 and older. You can view the Florida Department of Health's latest vaccine report by county here. Governor DeSantis has kept his promise to get the vaccine to our most vulnerable citizens and we continue to lead as a national example in this area. Retailers like Publix and Walmart have partnered with Florida's leadership to get these vaccines to as many Floridians as possible. It won't be long now that every Floridian who wants the vaccine will have access to it. In addition to the Moderna and Pfizer vaccines - which have been endorsed to even prevent the spread of the COVID variants that are popping up - Johnson & Johnson has submitted their application to the U.S. Food and Drug Administration for Emergency Use Authorization for their single-dose vaccine. I credit Florida's leadership for their common-sense approach to allowing Floridians to get back to work safe and smart, and to Florida's business leaders for committing to following the facts and not the fear to protect their employees, customers and vendors. As we saw cases rise across the country for several weeks - despite endless lockdowns and unrealistic restrictions on businesses that still continue in states like New York, California and Illinois - Florida is starting to see a downturn in cases. This past week, Florida saw 56,606 new cases. That's down 21.3% from the previous week's total of 71,928 new cases the week before. Across Florida, cases fell in 60 counties with the biggest declines in Miami-Dade, Orange and Duval counties, which were noted "hot spots" during much of the pandemic. Progress is being made in relaunching Florida's economy and I am grateful that we live in a state that continues to provide a climate that is good for business. Unfortunately, many states are working against the principles of free enterprise - but it is time to take note of just how great of a state we live in that we successfully led the nation in the reopening of our schools and the reopening of our businesses: Issues that some states just can't seem to figure out just yet. Florida is for Winners: Whether you are a Tampa Bay Bucs fan or not, there is no denying that Sunday's Super Bowl was a win for Florida. For the home team to be playing the Big Game in their home stadium right here in Florida was quite a sight. Like 7-time Super Bowl champion Tom Brady made the move to Florida and triumphed, businesses are leaving high-tax, high-regulation states and making the move to Florida as well. As Florida Chief Financial Officer Jimmy Patronis stated on national television yesterday, "Florida is for winners." The Florida Chamber kicked off our #FLOpen4Biz campaign in December, and since then we have seen several large corporations move their operations to Florida - 10 from California alone - and corporations like Boeing and Disney making plans to expand their operations in our state. A high-quality workforce is Florida’s best long-term economic development strategy and is crucial to becoming the 10th largest economy by 2030. For the first year ever, we will be presenting the results not only for Florida as a whole, but we will also be providing results by industry. The coalition will promote the Department of Defense (DOD) SkillBridge Program to employers and transitioning servicemembers across Florida, assist businesses in obtaining DOD SkillBridge approval for skilled workforce training, as well as train, retain, and attract the veterans workforce of tomorrow as we aim to keep Florida competitive. We are proud to partner with Veterans Florida on this initiative as we keep moving Florida forward. Next week, the Florida Chamber Safety Council team will host a live webinar with mental health expert Dr. Aaron Wiener where he will cover an array of topics like recognizing mental health problems in yourself and others at work and how to respond, modern tools for cognitive health, and the basics of mindfulness and meditation through evidence-based methods for better coping with stress, pain, and insomnia. Given the current circumstances and challenges facing our workforce, this topic is timely and relevant to so many of Florida's employers and their employees, so we are extending the invitation to all of our Florida Chamber members. “Work Care: Harnessing Mental Wellness in the Workplace” will be live next week on February 18 from 9am – 11am and will allow for Q&A with Dr. Wiener during the live session. Legislative Updates Senate Moves Health Care COVID-19 Liability Protection Legislation, Bill Filed in House The Florida Chamber has supported liability protections for business entities and health care providers from the onset of the pandemic, quickly realizing that the unprecedented pandemic posed an opportunity for frivolous “gotcha” litigation. The health care community, including hospitals, nursing homes, doctors and nurses, have been on the front lines fighting this pandemic with changing guidance and standards of care, lack of personal protective equipment and unknown risks. Both SB 74, by Senator Jeff Brandes, and HHS 1, by Representative Burton, takes steps to protect our health care providers so they can focus on providing quality care without fear of being sued. Yesterday, the Senate took the first step in hearing COVID-19 liability protections for health care providers and passed SB 74 out of the Judiciary Committee 6-4. Carolyn Johnson on our team testified in support of the bill, telling Senators that 78 percent of Floridians support these liability protections for health care facilities and employees. She also shared a recent study that shows 6.6 million has been spent in Florida alone on plaintiff lawyer advertising related to COVID. This accounts for nearly 35,000 ads and refutes the opposition’s message of “this is a solution in search of a problem.” SB 74 has two committee stops remaining in the Senate before it can be heard on the Senate Floor. The Week Ahead Next week is the final Interim Committee Week prior to the 60-day legislative session beginning March 2, and so far it will be a busy one with Florida Chamber priority bills being heard. On Monday, the Senate Commerce and Tourism Committee will hear SB 72, by Senator Jeff Brandes, which provides liability protections for businesses related to COVID-19 if they have substantially followed safety guidelines. Also in Commerce is SB 778, by Senator Ed Hooper, which allows VISIT FLORIDA to continue after October 1, 2023 and SB 704, by Senator Joe Gruters, which creates a tax rebate program for family friendly television, movies and digital media productions that are located in Florida. Also, on Monday, the Senate hears SB 88, by Senator Jason Brodeur, in the Senate Environment and Natural Resources Committee. This bill expands the Right to Farm Act and creates liability protections for farming operations. The House Ways and Means will hold a workshop on remote commerce, and Debbie Harvey from Ron Jon Surf Shop will be speaking about the importance of leveling the playing field between brick-and-mortar retailers and online retailers. On Tuesday, the House Judiciary Committee will hear HB 7, related to COVID-19 Liability Protections for businesses. This bill, by Representative Lawrence McClure, is in its final stop before being ready to be heard on the House Floor. The House Health & Human Services Committee will hear HHS1, Health Care Civil Liability for COVID-19 Related Claims, by Representative Colleen Burton on Wednesday. This bill offers liability protections for health care facilities, hospitals, doctors, nurses and nursing homes that have substantially complied with government regulations and guidelines in response to the pandemic. Thursday, the Senate Finance and Tax Committee is hearing SB 50, related to E-Fairness, by Senator Joe Gruters. This bill will require sales tax collections from both online retailers that have a substantial economic nexus to the state or is a marketplace facilitator (such as Amazon or E-Bay). The committee will also hear SB 58, by Senator Ana Maria Rodriguez, which eliminates duplicate reporting requirements on non-profit hospitals to receive their property tax exemption. The Senate Rules Committee is hearing SB 78 by Representative Ray Rodrigues, which requires labor unions to receive authorization before deducting dues from union members’ paychecks. The Florida Chamber and Veterans Florida Launch Florida SkillBridge Coalition This week The Florida Chamber of Commerce and Veterans Florida announced the launch of the Florida SkillBridge coalition. This coalition of industry partners is aimed at providing assistance for transitioning servicemembers and employers into Florida’s growing workforce. The coalition will promote the Department of Defense (DOD) SkillBridge Program to employers and transitioning servicemembers across Florida, assist businesses in obtaining DOD SkillBridge approval for skilled workforce training, as well as train, retain, and attract the veterans workforce of tomorrow as we aim to keep Florida competitive. Sponsored by Senator Tom Wright and Representative Tyler Sirois, this legislation entitled “Veterans Employment Training” will help create a talent pipeline that will drive Florida to be the most veteran friendly state in the country. Choy mchoy@flchamber.com Federal Update Early (and I mean EARLY) last Friday, the U.S. Senate approved a budget resolution that will be the procedural vehicle for the Biden Administration’s $1.9 trillion COVID relief plan. Passage of the budget resolution is the first procedural step necessary to circumvent the 60-vote cloture rule in the Senate and pass the plan without any Republican votes. Following more than 14 hours of votes on scores of amendments, the resolution passed 51-50 with Vice President Kamala Harris breaking the partisan tie. Early components of the plan, which will be hashed out over the coming months by dozens of congressional committees, reportedly include: $1,400 stimulus checks Federal unemployment benefit increases to $400 through September More than doubling the federal minimum wage to $15/hour Hundreds of billion of dollars in funding to state/local governments, schools, and vaccine distribution efforts The use of the reconciliation process rebuffs overtures from a group of 10 Republicans that met with President Biden at the White House to discuss a scaled-down COVID relief proposal with a price tag just north of $600 billion in deficit spending. With recently extended additional unemployment benefits expiring on March 14, the timeline for developing this massive plan remains tight. Our partners at the U.S Chamber sent a letter to the President and legislative leaders encouraging swift, bipartisan action that is timely, targeted and temporary. Florida Chamber, Veterans Florida launch effort to bring SkillBridge to Florida
The Florida Chamber of Commerce and Veterans Florida announced a coalition Tuesday to encourage businesses and exiting servicemembers to enroll in SkillBridge, a federally funded program that connects veterans in the last six months of service with job training, apprenticeship and internship opportunities in the private sector. Florida Chamber president and CEO Mark Wilson said the program could accelerate Florida's economic rebound, help Florida hit the benchmarks outlined in the Chamber’s Florida 2030 Blueprint and some of the 614,000 Floridians looking for work get the skills needed to fill the 371,000 job openings in Florida.

Chamber of Commerce to Focus on Frivolous Lawsuits, Tourism in 2021 Legislative Session
The Florida Chamber of Commerce announced that preventing frivolous lawsuits related to COVID-19 is at the top of its priority list as Florida's 2021 legislative session approaches. Also high on the list: investing in Florida tourism promotion and bolstering the state’s infrastructure to meet the needs of a growing population.
