MFL Engineering Scientist or Senior MFL Engineering Scientist
Independently performs complex statistical data analysis and hydrologic modeling activities to support the MFLs program, including development, implementation, and review of surface and groundwater models.
The Minimum Flows and Levels (MFL) Engineering Scientist independently performs complex statistical data analysis and hydrologic modeling activities to support the MFLs program, including development, implementation, and review of surface and groundwater models. This position assists with developing new and improved MFL technical approaches, preparing technical reports, and performing critical review of technical work from internal staff, other agencies, and contractors.
Additionally, the Senior Minimum Flows and Levels (MFL) Engineering Scientist has lead role in developing new and improved MFL technical approaches, preparing technical reports, and performing critical review of technical work from internal staff, other agencies, and contractors.
Job Duties Include:
MFL Engineering Scientist
- Develop and utilize surface and groundwater models to conduct assessments of MFLs and withdrawal impacts for priority water resources.
- Perform data analysis, including use of complex statistical techniques to assess relationships between hydrologic variables including rainfall, evapotranspiration, surface/groundwater levels, withdrawals, and discharge.
- Review, modify, and/or build hydrologic or model-related data sets or perform analyses based on available data and information.
- Evaluate project needs for appropriate analysis techniques and evaluate existing statistical and hydrologic models for use on specific projects.
- Prepare technical reports, presentations, and memoranda based on analysis, findings, and work completed.
- Conduct technical reviews of work prepared by District staff, other agencies, contractors, and peer reviewers.
- Ensure best practices are followed by maintaining awareness and knowledge of developments and tools in the fields of statistics, hydrology, and modeling.
- Manage technical work conducted by public and private contractors.
- Coordinate with District staff, cooperating agencies, contractors, and the public to complete projects within statutory and District timeframes.
- Prepare Board materials, including technical staff reports, memos, Final Orders, exhibits, and location maps.
- Perform other duties as assigned.
Senior MFL Engineering Scientist:

- Lead hydrologic research efforts that involve data analysis, including use of complex statistical techniques to assess relationships between hydrologic variables including rainfall, evapotranspiration, surface/groundwater levels, withdrawals, and discharge.
- Lead the review, modification, and/or building of hydrologic or model-related data sets or perform analyses based on available data and information.
- Evaluate project needs for appropriate analysis techniques and evaluate existing statistical and hydrologic models for use on specific projects.

- Lead contract development and management of technical work conducted by public and private contractors.
- Coordinate with District staff, cooperating agencies, contractors, and the public to complete projects within statutory and District timeframes.
- Prepare Board materials, including technical staff reports, memos, Final Orders, exhibits, and location maps.
- Mentor and coordinate the work of lower-level staff.
- Be able to perform all duties with little to no supervision.
- Perform other duties as assigned.
Minimum Qualifications:
MFL Engineering Scientist:
- Bachelor’s Degree in hydrology, engineering, geology, or a closely related field required. Master’s Degree or Ph.D. in hydrology, engineering, geology, or other closely related field preferred.
- Minimum of three (3) years’ experience in hydrologic and statistical analysis required. Surface and groundwater modeling experience preferred.
- Engineering Intern (E.I.) certification preferred.
- Familiarity with Florida water resource management, Florida water resource issues, and/or Florida water law preferred.
- Valid drivers’ license.
Senior MFL Engineering Scientist:
- Bachelor’s Degree in hydrology, engineering, geology, or a closely related field required. Master’s Degree or Ph.D. in hydrology, engineering, geology, or other closely related field preferred.
- Minimum of ten (10) years of experience in hydrologic and statistical analysis required. Surface and/or groundwater modeling experience required.
- Professional Engineering License in State of Florida (PE) or Professional Geologist License in Florida (PG) preferred.
- Familiarity with Florida water resource management, Florida water resource issues, and/or Florida water law preferred.
- Valid drivers’ license.

Salary:
MFL Engineering Scientist $57,678.40 - $96,137.60;
Senior MFL Engineering Scientist $72,654.40 - $121,097.60,
Starting salary commensurate with selected candidate's competencies and qualifications.
